Issues of Local Interest: The dedication/service for the fallen firefighter memorial will be at the State Capital this Sunday at 1400 hours. There have been 206 known f/f deaths in the state of MN. 2. The MSFCA conference will be held in Oct. 18 – 20 in Duluth. 3. The chiefs association is looking for a career chief to serve on the Board of Firefighter Training and Education.
Issues of State/National Interest: State Fire Marshal Office: Jerry Rosendahl reports – 1. There have been 33 fire related deaths so far this year. 2. With retirements within the division there will be new postings for positions. 3. There is money for “shared services studies” available. 4. If you have fire safety education information and want to promote it send it to Becki White. 5. If you need help writing news releases call the SFMO for assistance
MBFTE: Bruce West reports: 1. Certification testing for FFI, FFII, Haz-mat OPS will be FREE of charge. You must take the course and pass the test. 2. Will reimburse fire depts. up to $1,500.00 for a live burn in an “Acquired Structure”. Call Bruce West for info ahead of time. 3. In a live burn there must be an ambulance on stand by and on site through all evolutions. You can only have one fire going at a time. 4. Round 5 reimbursement letters have been sent out with a rate of $105.00 per f/f. There have been some changes to submit proof. Call Bruce – (651) 238-9292 or
St. Certification Board: Nealon Thompson reports: 1. A grant from the Training Board will allow the conducting of two “Exam Preparation Symposium” The focus will be 472 HAZ Materials- Operations, FFI and FFII. Training officers should attend this FREE symposium. 2. In Oct. will be looking for input on developing a long range plan. 3. Planning a review of the Instructor Certification qualifications, practical skills, written exam and procedures. 4. Other Comments: Capital City region voted to give an additional donation of $2000 to the Firefighters Memorial.

Old Minutes: correction to Sept. 28, 2010 minutes – MSFCA report “There will not be EMS training at the Chiefs Conference Oct. 21 – 23 in Rochester. Addition to Sept. 28, 2010 MSFCA report “The MSFCA Board sent a request to the MN Board of Fire Training & Education (MBFTE) to request that Fire Based EMS Training be include as a reimbursable expense”. Motion by: _IGH 2nd by OD to approve. Motion passed.
Treasurer’s report: treasure Dan Anderson absent. Report read by President Bronk. “At the time of our last meeting there was a balance of $4,949.64 in the account. We have paid out the officers pay ($200.00). Balance on the account is now $4,749.64”. Motion by Woodbury to approve 2nd by Cottage Grove. Motion passed.
Guests: Senators Kathy Lohmer and Ted Lillie Both new legislators introduced themselves and said they are interested in our issues and have our ear at the capital.
State Fire Marshal Office: report by Rick Klies – 1- Arson classes are offered by the Fire Marshals Office and no longer by the BCA, see their web site. 2- The Fire Safety Account supports the Fire Marshals Office. Pay attention as to how the new legislators spend the money from this account. 3- There were 37 fatalities in 2010 and there are 5 fatalities as of today in 2011. 4- Watch the fire marshals web site. There could possibility be some job openings for out state regional fire investigators in the future. 5- Make use of the MN Duty Officer when in need to get an investigator. 6- Contact Scott Radke at the fire marshals office with help on Image Trend. They have also expanded some “dropdowns”.
HSEM: report by Bruce West – 1: they are planning for possible spring flooding. 2 : DECON trailer study will be completed soon. To be posted on the HSEM website and linked to the St. Fire Marshals office. 3 : There will be a training position opening soon at HSEM. Look on their website. 4 : Call the State Duty Officer if you are called to a suspicious letter or package, as if something looks like anthrax. 5: posters will start to appear in airports, skyways, shopping malls for the “See Something, Say Something” campaign. Call your local police if you suspect something is wrong. 6: there is some on-line training at www.icefish.org 7: the fire grants are still being processed. 8: there are 78 out of the 81 counties that are on the 800 MHz system. 9: the fire education grants are still open. 10: any anhydrous ammonia leak or spill must be reported to the State.
NVFC: Tony Bronk reports – 1: the safety committee has kicked off a campaign called “Seat Belts are our top Priority” 2: contact Tony before March 20th if you would be interested in being a peer review person. 3: some departments that applied for the Safer Grant money have come up with all kinds of ideas. Grants for day care, college education are some ideas. Don’t be afraid to ask and apply.
St. Certification Board: Neleon Thompson reports – 1: the Certification Board will be hosting the IFSAC meeting in April. 2: the certification test schedule for courses is on the web site. Report ½ hr before test to fill out paperwork. 3: still working on certification for Fire Officer III and IV. 4: If interested on serving on the Expert Committee to update the Fire Life Safety Educator skills to match NFPA 1035 contact Nealon or Theresa Zikmund. 5: testing for 472 HAZMAT Tech and 472 HAZMAT Ops are now being tested to the new 2008 edition of the 472 Hazardous Material Standards. They only need a minimum of three people to run test.
VFBA: Tom Linhoff reports – 1: in 2008 paid out claims of $90,740.00, in 2009 paid $24,225.00 and in 2010 paid $86,200.00. Most claims were attributed to slips, trips and falls. 2: they will have a board meeting in St. Cloud Feb. 6th. 3: the State conducted a 5 year audit and they passed OK. 4: Beware of a reported insurance scam. Someone in the southern part of the St. reported that someone was trying to sell them insurance representing VFBA and offering a variety of policies. The VFBA only has one policy. 5: VFBA of MN is on the web site. 6: Please post the “green contact” card on your department’s poster board.
MSFCA: Jeff Anderson reports – 1: Spring flooding is expected across the State. The Fire Service Statewide Mutual Aid Plan is now available. Review the plan on MNFIREREPORT.net. If you need assistance contact Scott.Radke@state.mn.us, 651-201-7222, SFM Office. 2: The 2011 initiatives and issues are assembled in a booklet and can be viewed on MSFCA.org website. Share with your elected representatives. 3: Fire Service Day at the capital is scheduled for March 10, 2011. Registration forms are available at MSFCA.org. 4: Firefighter licensing has begun. Career f/f needed to be licensed by July 1, 2011. POC f/f can choose to be licensed if they choose. There is a $75.00 fee. 5: An operating budget was adopted at the Directors meeting in St. Cloud on Jan. 22. 6: the 2012 Can-AM police and fire games will be held in St. Cloud. There are a number of games and events to participate in. The web site should go live in June 2011. 7: the next board meeting will be held in Brainerd on April 15.
MSFDA: Judy Thill reports – 1: The MSFDA conference will be held in Detroit Lakes, June 1-4. 2: the association finances are healthy and remain in the black. 3: Vice president Mike Schroeder attended a regional networking meeting in Iowa. Eight states sent representatives to share ideas. 4: dues were sent out. Please process your payment. 5. The association is offering two scholarships to Texas A & M Fire school this year, July 24 – 30. Applications need to be
received before the end of March. Scholarship covers class, lodging, meals and airfare. 6: register for the Fire Service Day at the Capital before the end of Feb.

Training Board: refer to old business -
Old Business: A report/update by Judy Thill on licensing of Mn f/fs. Each fire chief, human resource director and township clerk in the State of MN was sent a letter informing them the requirements for fulltime and POC f/f licensing. Heavy and lengthy discussion followed. A motion by Lake Elmo, 2nd by North St. Paul for the president to draft a letter to be sent to region elected officials to delay the implementation of the licensing of f/f until July 2013. Motion passed. IGH votes no.
New Business: 1: Motion by Oakdale, 2nd by Forest Lake to have the president draft a letter to be sent to the Commissioner of Public Safety in support for the appointment of Jerry Rosendahl as the State Fire Marshall. Motion passed. 2: Motion by Forest Lake, 2nd by Apple Valley to supply funding to send a firefighter to Washington D.C. to attend the national meeting and dinner of the CFSI in April. Motion passed.
