Legislators were present and funding issues were discussed
Elections were held for President. All positions stayed basically the same.
MSFDA and MSFCA are looking for alternate representatives to attend meetings in the absence of Ron Kelm, and Jay Wood.
Next meeting January 26, 2009 in Bird Island.

Meeting called to order by President Dean Nelson

Minutes: Motion by Green Isle to accept May minutes. 2nd by Dassel. M/S/C

Treasurer's Report:

Motion by Bird Island to accept Treasure's Report. 2nd by Glencoe. M/S/C

MBFTE - Bruce West:

Training Reimbursement Program.
Approximately $2.2 million dollars available. Rate per firefighter is $105.00
NFPA 1001 Firefighter Training - MBFTE announced that certification is free of charge to every firefighter in the state of MN.
Live burn training reimbursement up to $1500.00 as long as you follow NFPA 1403 standards. Must have an ambulance on scene for transport if needed.
Free Training for Mass & Gross Decontamination Training. It is provided free from the MBFTE.
Round 4 Training & Reimbursement Program Recap. 163 depts. in Mn have not taken advantage of training reimbursement.

Legislation - Ron Kelm:

Legislative Initiatives. Ideas have been submitted to the MnFAC group by members of the fire service.
Fire State Aid may be impacted by the new Homestead Market Value Exclusion. Decline in aid could range from 4.5 - 19.4%. Part of the problem is that market values are declining. Most of the communities have info available from the League of MN. Cities

MSFDA - Ron Kelm:

Reported on Alexandria Conference. Good training and speakers were available. 2013 Conference will be June 19 - 22 in Bemidji. 2014 Conference will be in Owatonna, MN.
MSFDA is working on a newspaper. Would need help from each and every department with info from their department with events and information about them. More info to come on the project.
Exit Bags - another source of suicide through displacement of oxygen. Can be dangerous to responders depending on what kind of gases they use.
Certification Board is finding a 30% failure rate on the testing. It is coming from the hazmat area so be sure to study that area extra.

MSFCA - Jay Wood:

Sunday, September 30th Fallen Firefighter Memorial dedication. Project went $100,000.00 over budget. Has been reduced down to $50,000.00 through additional donations. Fire Service Foundation stickers for sale @ $10.00 EA. Contact Jay if interested in purchasing.
Region 10 had 100% of the departments donate to the project.
Motion by Green Isle for Region 10 to donate an additional $1000.00 to the project plus purchase a sticker for each department in the Region at a cost of $10.00 each for a total cost of $1190.00. 2nd by Bird Island. M/S/C

DNR - Tim Oland:

State Fire Marshal - Jerry Rosendahl:

Casey Stotts has been chosen as Training Director.
2 openings for fire inspectors and 2 new supervisors will be hired.
Fire Prevention Week, e-mail your open house notifications and they will be put on the State Fire Marshal's website.
33 fire deaths to date compared to 38 at this same time last year.
Roadway Safety for Responders DVD and guidebook being developed. One will be issued to each department in the state.
News release template is on State Fire Marshal's website. Fill in the blanks and forward to your local newspaper.
98% of all departments are reporting electronically.

Fire Service Specialist - Bruce Roed:

Shared services. Consolidation of departments/equipment working into fire districts rather than individual departments.
Offer total assistance to any and all departments as needed with information and resources.
Statewide mutual aid. Statewide accountability system??
Helpful information for Fire Departments to work out issues between the depts. and cities and townships.
